Addressing Stigma in Implementing HIV/AIDS Workplace policy: The ACORD Experience in Uganda

Summary:

Key words: HIV/AIDS, workplace policy, Africa, Uganda

Classification: Case Study

INTRAC PraxisNote No 21

Authors: Angela Hadjipateras with Sunday Abwola and Harriet Akullu

Language: English

Description: Unless stigma is addressed, effective implementation of an HIV/AIDS policy is impossible. This note describes the experience of ACORD Uganda in their efforts to implement an effective workplace policy. It focuses in particular on the importance of addressing stigma within the organisation - both as an objective of the policy itself and as a pre-requisite of its effective implementation. The paper begins by outlining the rationale driving the policy development process. It then goes on to examine some of the key challenges that arose during this process and strategies developed for addressing them. A survey of staff views and attitudes carried out in the early stages of this process helped to bring to light the problem of stigma. These findings were used to inform the policy approach and implementation strategy, resulting in improved take-up of the services and benefits on offer by staff. The paper concludes by highlighting key lessons learnt.

In Need of a New Silif: Breaking the Silence on FGM Among the Beja Pastoralists of Eastern Sudan

Summary:

Year: 2005

ISSN: 1812-1284

Classification: Development Practice Series 1

Authors: Ibrahim M. G. Sahl, Asha A. K. Elkarib & El Mutalib Ibrahim Mohamed

Description: This publication reflects on some of the socio-cultural aspects related to the practice of FGM among the Beja using a ‘social exclusion' approach of analysis. The paper is advocating for a new silif (tribal convention) that would legitimise the call for abandoning this harmful practice. It largely focuses on best practices and lessons learned in development, based on ACORD's practical experience in working with the Beja pastoralists. It starts off with an analysis of main findings of research carried out, documents FGM research-based interventions, draws on the approach applied, assesses the achievements and impact generated and finally makes recommendations for future actions.

Purpose: As a documentation of ACORD long-term development project on FGM, the paper reflects on one of ACORD best policy and practice changes in Sudan. It is targeting the local leadership, government authorities, academics, and gender and human rights activists working on traditional harmful practice. The objective is to provide a development approach in tackling deeply rooted harmful traditional practices. The publication generated great and ongoing interest. As a direct result the Red Sea FGM Network is established, registered and is functional with linkages with other networks in the country.

Unravelling the Dynamics of HIV/AIDS Related Stigma and Discrimination. Case Studies of Northern Uganda and Burundi

Summary:

The basic premise of the two cases from Northern Uganda and Burundi is that responses and strategies for tackling stigma and discrimination must be built on communities own understanding of the problems and the solutions they propose. These case studies are part of ACORD's work aimed at promoting sustainable peace and development through supporting peace-building and conflict resolution initiatives, as well as working to alleviate poverty and improve the livelihoods of vulnerable groups.
